Recruitment Range: $28.59-33.24 Based on knowledge & experienceThis will be a rotating schedule to include days, nights, and weekends to ensure supervision for all parking staff.

QUALIFICATIONS
Education and Experience:
Associate degree and at least five (5) years of related experience. Three (3) years of related or non-related supervisory capacity; combination of education, training, and/or work experience equal to or greater than the requirements listed as determined by Human Resources.

Licenses or Certifications:

  • Possession of an appropriate driver's license for equipment operated and any license, training, or certification required by law or regulation to complete assigned tasks.
  • Must have at least five (5) year licensed driving experience.
Special Requirements:
  • Preference will be given to a person that has been in a supervisor/lead management role for municipality
  • Ability to provide/pass pre-employment background check, criminal background report, negative drug and tobacco test result and credit report when requested.
  • No criminal record (other than minor traffic violations)
JOB SUMMARY
The Parking Supervisor is responsible for overseeing the daily operations of City owned or managed parking spaces, upkeep of parking assets and facilities, ensuring efficient enforcement of parking policies, customer service excellence, and compliance with local laws and regulations. The role involves supervising parking staff, customer escalations, maintaining safety, repairs and upkeep of parking assets, training, coaching, scheduling, and assisting in administrative and budgetary tasks and requirements. General directions are usually received from the department head. The parking supervisor has considerable latitude to use discretion in establishing work priorities. The Supervisor will exercise independent judgment in carrying out assignments. Performance is evaluated on observed and attained results.
ESSENTIAL JOB FUNCTIONS
  • Supervision of a departmental operation.
  • Plans, organizes, directs, and evaluates work of employees.
  • Supervise assigned operations related to parking space/lot control, identification of illegally parked vehicles and issuance of citations, providing information to the public; and handling special parking projects as required
  • Make recommendations regarding adjudication of parking tickets; issue temporary parking permits, applications, and appeal forms; and accept payment for fees/fines.
  • Assist as needed in parking responsibilities during special programs and events
  • Makes adjustments in assignments, procedures, and schedules.
  • Participates in selection of personnel; trains and instructs employees.
  • Enforce safety rules and other accident prevention measures.
  • Prepares various reports concerning personnel, equipment, and materials.
  • Coordinates work assignments with other operations.
  • As necessary, performs crew-work including the operation of all types of motorized equipment; may operate equipment during training or emergency situations.
  • Prepares specifications for requisitions and other equipment, parts, and materials needed for operation.
  • Maintains operational records; prepares operational performance and other reports.
  • Answers public complaints pertaining to City parking services.
  • Liaisons with other governmental agencies.
  • Performs other related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of parking and traffic control practices, methods, and procedures on street parking and garage management/operations experience with a mid-size/large municipality.
  • Knowledge of state and local parking and traffic rules/regulations and appropriate citation categories.
  • Knowledge of the principles, methods, and practices used in the specific area of operations.
  • Knowledge of materials, equipment, techniques, and tools used in the specific area of operation.
  • Knowledge of safety hazards, safety measures to be observed, and safety regulations for the specific area of operation.
  • Ability to plan, assign, schedule, and effectively supervise work of employees.
  • Ability to establish and maintain effective working relationships with associates and the public.
  • Ability to establish and maintain a system of records and reports, which are both clear and concise.
  • Ability to interpret and explain City policies and departmental procedures to employees.
  • Skill in scheduling, payroll, and creating and managing budgets.
  • Proficient skill in Microsoft Suite (Word, PowerPoint, Excel) software program.
  • Excellent time management skills and ability to coordinate interrelated projects.
  • Excellent communication skills relating to public and private sectors as well as individuals.
  • Strong organizational and personnel management skills.

PHYSICAL DEMANDS
While performing the duties of this job, the employee is occasionally required to have sufficient strength and physical dexterity to perform duties and responsibilities of this job, including heavy lifting, long period on your feet, and in all weather conditions. The employee is occasionally required to stand, sit, climb, balance, stoop, crouch and crawl. Specific vision abilities include near distance, far distance, color and peripheral vision, and depth perception.

The employee regularly lifts and/or moves up to 50 pounds and occasionally lifts and/or moves up to 100 pounds.
