We are seeking an experienced CGLO Program Analyst to support the U.S. Coast Guard Liaison Office (CGLO) at Naval Air Station Pensacola, FL. Your responsibilities will focus on monitoring Coast Guard Aviation Production Planning (CGAPP), overseeing student control processes, managing training data systems, coordinating with Navy and Air Force training partners, and supporting the development of Coast Guard student aviators throughout the flight training pipeline. This role ensures accurate student tracking, effective program analysis, and close liaison with military stakeholders to advance the Coast Guard's aviation training mission.

RESPONSIBILITIES
I. Program Analysis & Planning

• Plan and conduct liaison support for Coast Guard Aviation Production Planning (CGAPP) programs
• Develop recommendations to address CGAPP requirements, schedules, and issues
• Direct program studies affecting pilot training and resource policies
• Collaborate with Naval Aviation Schools Command (NASC), Chief of Naval Air Training (CNATRA), and partner organizations on training processes
• Evaluate pilot production practices and recommend improvements
• Determine resource needs and allocate across training sites
• Identify ways to strengthen administration and mission quality through best practices
• Represent CGLO Pensacola in CGAPP and pilot training forums with DoD and foreign partners

II. Training Data & Systems Management

• Oversee flight training production using databases such as Naval Aviation Integrated Production Data Repository (NIPDR) and Tango Sierra Hotel Aviation Readiness Program (TSHARP)
• Communicate critical information to U.S. Coast Guard (USCG) leadership for evaluation and decision-making
• Analyze training data to identify trends and propose assessment methods
• Manage the collection and reporting of student training progress in TSHARP
• Ensure accurate and timely student data supports resource decisions
• Use student management systems to monitor and track student performance
• Conduct long-term performance evaluations and adjust training systems as needed
• Manage the syllabus flow of Coast Guard students across NASC, CNATRA, and 19th Air Force, Air Education and Training Command (AETC)
• Address training and quality-of-life issues affecting students

III. Student Control Administration

• Serve as point of contact for Student Control offices at NAS Pensacola and NAS Whiting Field
• Coordinate student control processes across NASC, Training Air Wing FIVE (TRAWING FIVE), aviation squadrons, and U.S. Air Force (USAF) 23d Flying Training Squadron (FTS)
• Resolve conflicts and resource competition with subordinate commands and higher headquarters
• Provide technical guidance on student control policies and procedures
• Develop procedures to review and verify student Aviation Training Jacket (ATJ) data
• Monitor squadron compliance with training directives and regulations
• Review and recommend changes to forms and ATJ transmittal processes

IV. Student Support & Mentorship

• Manage Coast Guard students in pre-training, primary training, and advanced training pools
• Coordinate with Naval Aviation Production Process Officers (NAPPOs) to align student progress with production goals
• Monitor student check-in procedures and provide daily guidance
• Maintain automated rosters for student recall and transfer
• Oversee student flow across and within training wings
• Provide training, counseling, and mentoring to student naval aviators as required
• Manage post-training reassignment and re-designation processes for students
• Mentor Coast Guard student aviators assigned to CGLO on training program requirements

V. Performance & Compliance Oversight

• Complete performance management tasks promptly and fairly
• Notify CGLO leadership when students require accountability measures
• Promote student growth and professional development
• Address student performance and conduct issues in coordination with CGLO
• Make independent recommendations on aviation training program matters
• Propose solutions for complex or precedent-setting training situations
• Provide written input for Officer Evaluation Reports (OER) and Enlisted Evaluation Reports (EER) as required
• Collaborate with the Deputy CGLO on managing evaluation workflows
• Apply directives, precedents, and practices relevant to CGLO responsibilities
• Manage documentation required for student programs and instructor requirements

VI. Program Coordination

• Generate and prioritize work based on current and assigned projects
• Initiate actions to achieve CGLO objectives and advance student control processes
• Execute student control activities independently while coordinating with USCG and DoD partners
• Plan and manage projects autonomously with accountability for results
• Exercise authority in daily operations and report significant issues to CGLO leadership
• Evaluate work assignments, set priorities, and provide timely updates to leadership
• Establish liaison with internal stakeholders including NASC, TRAWINGs, and squadrons
• Coordinate with external stakeholders such as Force Readiness Command (FORCECOM), Office of Personnel Management (OPM), CG-711 (Coast Guard Office of Aviation Forces), and Aviation Training Center (ATC) Mobile
• Participate in meetings, briefings, site visits, and communications to support CGAPP management

REQUIRED KNOWLEDGE & SKILLS

• Knowledge of CNATRA/NATRACOM and Coast Guard flight training missions, operations, and goals
• Understanding of CNATRAINST 1500.4 and related aviation training directives, policies, and procedures
• Proficiency with CGAPP, NIPDR, and TSHARP databases
• Ability to apply qualitative and quantitative analysis methods to evaluate training programs
• Skill in program management principles, including budgeting and resource analysis
• Strong oral and written communication skills for reporting, briefings, and recommendations
• Ability to build and maintain effective relationships with peers, supervisors, and senior leadership

REQUIRED EXPERIENCE

• Minimum of one (1) year relevant experience in program analysis, aviation training, or student control functions
• Demonstrated ability to work independently, identify problems, and design student production plans
• Experience applying directives and precedents in a training or program management environment
• Background in using statistical, analytical, or economic principles to recommend program solutions

REQUIRED EDUCATION

• Bachelor's degree in a related field (e.g., Aviation Management, Business, Public Administration, or similar)
