Job Description
Recruitment Range: $114,275.20 - $132,849.60 annually dependent on knowledge and experience

Minimum Preparation for Work:

  • Graduation from an accredited college or university with a Bachelor's degree in the Public Administration, Planning, or closely related field, with Master's degree preferred and;
  • Seven (7) years of pertinent experience, four (4) of which must have been in a supervisory capacity.
Or
  • Combination of education, training, and/or work experience equal to or higher than the requirements listed above as determined by Human Resources.

Necessary Special Requirements:
  • Possession of an appropriate driver license for equipment operated and any license, training or certification required by law or regulation to complete assigned tasks.

Nature of Work:
The Housing Director performs highly professional and administrative work serving as Housing Director for the City of Pensacola.
The Housing Director is responsible for organizing, directing and coordinating the activities of Housing. Work includes the formulation of working policies and procedures in accordance with general policy directives of the City Administrator. In addition, the position is responsible for formulating working policies and procedures which adhere to the guidelines and regulations for administration of Housing's Federal and State grant programs. Supervision is exercised over professional, technical, and clerical staff. Work is evaluated based on observed and attained results.

Examples of Work:
  • Plans, directs, and coordinates the work of Housing, which includes administration of four major Federal and state grants, including, but not limited to: Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), State Housing Initiatives Partnership (SHIP) Program, and the Section 8 Housing Choice Voucher Rental Assistance Program, and other State or Federal housing and community development grants.
  • Formulates policies and procedures, short- and long-term objectives, and plans for the Department.
  • Prepares and administers the Department budget and controls expenditure of Housing's grant appropriations from all programs, to include budget submissions to federal and state agencies.
  • Makes periodic inspections to assess operation and determine needs and/or concerns regarding the various programs provided through the Housing Office.
  • Supervise and evaluate the work of subordinate personnel performing clerical, technical, and professional work for the department including hiring and training and development of personnel.
  • Prepares and maintains technical and administrative operating records and reports for the City, State, and Federal governments.
  • Prepares items for action at City Council meetings, to include developing and delivering formal presentations to Council.
  • Directs the annual application and reporting processes for Section 8, CDBG, and SHIP programs.
  • Acts as a liaison with Federal, State, local, and other agencies.
  • Performs other related duties as assigned

Knowledge, Skills and Abilities:
  • Knowledge of administrative procedures and Housing's rules and regulations.
  • Knowledge of pertinent Federal, State and local laws and ordinances governing the housing and community development projects and programs, including HUD regulations, to include the Community Development Block Grant (CDBG) Program, Section 8 Housing Choice Voucher Program, State Housing Initiatives Partnership (SHIP) Program, and the HOME Investment Partnerships (HOME) Programs.
  • Knowledge of modern management techniques and methods.
  • Ability to plan, assign and evaluate the work of professional, technical, and clerical staff.
  • Ability to exercise good judgment in evaluating situations and making decisions.
  • Ability to speak and write effectively.
  • Ability to prepare clear, concise, and comprehensive reports as required by the City, the U.S. Department of Housing and Urban Development, and the State of Florida.
  • Ability to establish and maintain effective working relationships with associates and the general public.
  • Ability to represent the City as public meetings, conferences, Boards and Commissions, as required.

Work Environment:
Work is primarily sedentary in nature and performed in an office environment. The noise level in the work environment is usually moderate. Some jobs may require an employee to be exposed to outside weather conditions, wet and/or humid conditions.
